Chapter 1 General Provisions

Article 1 [Purpose and Basis] OKX P2P (hereinafter referred to as “the Platform”), in order to further improve risk control over certified and Diamond Merchants (hereinafter collectively referred to as “merchants”) and to conduct more precise, fair, and just risk rating management of merchants from different dimensions, has specially formulated these 'OKX Platform peer-to-peer P2P Merchant Program Risk Rating Management Rules' in accordance with the 'OKX Platform P2P Merchant Program Trade Behavior Guidelines', the 'OKX P2P Trade Rules', and other relevant rules or regulations of the Platform, with a view to protecting the legitimate rights and interests of users through comprehensive and dynamic risk rating management measures.

Article 2 [Scope of Application] These Regulations apply to customers who apply to become Makers through the platform, and customers who voluntarily apply to revoke their Maker status but whose application has not yet been approved and whose assets are still locked in their platform account. Once a customer applies for certification to become a Maker on this platform, they shall abide by and be bound by these Regulations. If you do not agree to be bound by these Regulations, please expressly inform the platform to cancel your Maker status.

Article 3 [Effectiveness] These management rules only apply to the platform's daily risk control management of Makers. Once promulgated, these rules are deemed binding on Makers. If the platform determines that your daily transaction behavior violates the relevant risk control provisions of these rules, the platform has the right to prioritize and take relevant punitive measures against you based on these rules.

Chapter 2: Rating Dimensions

Article 4 【Rating Cycle

Risk ratings will be conducted periodically, and we will perform risk assessments and evaluations based on Maker's transaction behavior, service capabilities, and other comprehensive factors.

Article 5 Rating Metrics

This platform will regularly integrate the metrics from the following dimensions to continuously monitor and analyze the transaction behavior of all Makers dynamically, comprehensively assess the risk level of Makers, and evaluate their risk level based on the risk level corresponding to the assessment results. Specific rating metrics are as follows:

5.1 To determine whether there are any abnormalities based on the dynamic monitoring results of the platform's daily risk control.

During the rating period, if, through daily risk screenings conducted by the platform (including real-time screening of internal abnormal risk control data, screening of abnormal transaction behavior data, and screening for triggered high-risk behaviors), it is discovered that a Maker's transaction behavior is abnormal and has been subjected to the following risk control strategy restriction measures by the platform's risk control:

  • There are records of triggering the platform's risk control system, including advanced video verification and similar measures.
  • Required by the platform to undergo video re-verification and similar measures to further cooperate with anti-money laundering investigations and risk identification.
  • Verified by the platform's risk control system to have directly or indirectly engaged in money laundering activities through digital asset transactions.

5.2 Does the transaction behavior clearly violate the agreements of relevant rules, protocols, or public announcements published on the platform website?

(1) If a Maker's transactions on the platform are suspected of violating regulations and are named for investigation and evidence collection by public authorities, or if their relevant personnel are criminally detained or criminally arrested as a result;

(2) Makers who unauthorizedly conduct transactions on platforms without basic risk control capabilities or in privately formed groups (e.g., WeChat, Telegram groups, etc.);

(3) If Makers disregard the platform's risk warnings regarding withdrawal blocklist addresses and still insist on withdrawing to other high-risk platforms with money laundering risks or to high-risk withdrawal addresses for transactions;

(4) If the Maker's payment and collection accounts on other platforms are consistent with those on the OKX platform, and the funds are not securely and effectively isolated;

(5) The Maker's own transaction asset source is illegal, resulting in the accounts of other customers who traded with them being frozen.

(6) Repeated or serious violation by a Maker of the OKX Platform P2P Merchant Program Transaction Code of Conduct and OKX P2P trading Rules, and other such circumstances.

5.3 Unusual Reference Factors Deemed Sufficient for Risk Warnings by Other Platforms (For Assessment Reference Only)

(1) abnormal transaction behavior, such as only buying or only selling, that may be suspected of specializing in cross-platform arbitrage;

(2) When the Maker published a sell ad without setting counterparty restrictions, the payment caused other customers' recipient accounts to be frozen.

Chapter 3 Rating Classification

Article 6: Rating Classification

Based on its assessment of Maker's comprehensive internal risk levels, the platform categorizes risk ratings into four types: low risk, medium risk, high risk, and ultra-high risk.

Among these, low risk refers to situations where the Maker's transaction behavior during the evaluation period did not trigger platform risk control alerts, nor was any violation of platform-related regulations found, and the overall risk level is relatively low.

Medium Risk refers to when a Maker's transaction behavior triggers a risk control abnormal warning during the evaluation period (but this abnormality has been clearly ruled out after further risk control evidence verification) or violates relevant system rules, etc., but does not lead to the relevant account being frozen, or the situation of being investigated or criminally detained by public authorities, but has not caused other adverse consequences; the overall risk level is relatively moderate.

High risk refers to cases where a Maker's transaction behavior repeatedly triggers abnormal risk control warnings or repeatedly violates relevant regulations published by the platform, leading to a customer's account being frozen. If, as a result, their account is frozen for the first time by public authorities or they are investigated or criminally detained by the police for the first time, the comprehensive risk level is considered high.

Ultra-high risk refers to a Maker's transaction behavior that repeatedly and seriously triggers risk control anomaly warnings and gravely violates the platform's officially announced regulations (e.g., repeated high-risk withdrawals, cross-platform arbitrage, etc.). This leads to either the large-scale freezing of accounts of other customers who have transacted with them, or the Maker being directly identified by the police as suspected of money laundering due to their repeated engagement in high-risk withdrawals, cross-platform arbitrage, and similar activities. In such cases, the overall risk level is extremely high.

Chapter 4 Rating Management

Article 7 [Risk Level Management]

The platform will have the right to directly take the following measures against Maker based on their current risk rating results:

  • For Maker whose current rating is lowrisk, the platform will not impose any form of restrictive measures on your account.
  • For medium risk Makers currently, the platform will issue a risk warning to your account and place them under a period of key observation for continuous monitoring. If no other abnormal risks are found for the Maker during the observation period, the platform will lower their risk level to low risk.
  • For Maker currently rated as high risk, the platform has the right to take one or more measures against your account, such as secondary verification, restricting trade, delaying withdrawals, restricting withdrawals, or frozen accounts. And it has the right to decide, depending on the situation, whether to revoke your Maker status or deduct part of your guarantee asset. You should promptly make up for any shortfall.
  • For Makers whose current rating is ultra-high risk, the platform reserves the right to directly revoke your Maker status and permanently disable your trading account. Furthermore, for those directly identified by public authorities as engaging in or participating in money laundering, the platform reserves the right to fully deduct your guaranteed assets while revoking your Maker status.

Article 8 [Rating Adjustment]

Based on your current and recent 30-day comprehensive performance, the platform reserves the right to make the following risk rating adjustments to your account:

  • If your account's current risk rating is medium risk, and there have been no transaction anomalies or violations of platform-related rules and regulations within a certain observation period or in the past 60 days, the platform will lower your risk level to 'low risk'.
  • Conversely, if your account is in the observation period or within three consecutive months, and the platform determines new transaction risks have re-emerged, the platform will directly raise your risk level to 'high risk' or 'ultra-high risk'.
  • Your account's current risk rating is high risk. After the restriction period, if your account has not incurred any new risks within the last 30 days and you actively cooperate with the platform to supplement your guaranteed assets, the platform reserves the right to lower your risk level to "medium risk" as appropriate.
  • Conversely, after the restriction period, if your account again violates the metrics specified in Article 5, the platform will directly raise your risk level to 'ultra-high risk'.

Chapter 5 Supplementary Provisions

Article 9 These detailed rules shall take effect from the date of issuance by this platform;

Article 10 The Platform reserves the right to amend these Rules at any time.

Article 11 The right of final interpretation of these detailed rules is reserved by this platform.
